About The Role

In a local regulatory perspective, the role will act as the employer’s principal consultant and point of contact to relevant external and government audit activities, in the application of programs to remove the hazards from the workplace and to correct unsafe work practices.

Key Responsibilities

  • Support the Group Head of HSE in implementing the company safety, security, environmental and well-being strategies in their respective location
  • Implementation of the HSSE Management System to relevant ISO standards as directed by the Group Head of HSE
  • Ensure compliance with relevant health, safety, security and environmental legislation in the Philippines
  • Oversee the overall management of the OSH (Occupational Safety and Health) program in coordination with the OSH Committee in the workplace
  • Conduct training and education on health and safety, including orientation of all new starters, and continuous training/re-training of all Manila colleagues
  • Issue, when necessary, work stoppage order (WSO) or suspend operations in case of imminent danger based on the requirements and procedures provided by the OSH Standards
  • Assist government inspectors (DOLE, City Mayor’s Office, PAGCOR, etc.) in the conduct of health and safety inspection at any given time whenever work is being performed or during the conduct of an accident investigation by providing the necessary information and OSH reports as required by the OSH Standards
  • Assist in Facilities Manager in annual renewal of government permits (DOLE, City Mayor’s Permit, Fire Safety Certification, etc.)
  • Sit with the management to draw up BCP/DRP (Business Continuity Plans/Disaster Response and Recovery) plans and instigate workplace evacuation drills (fire, explosions, natural disasters, etc)
  • Conduct and report workplace housekeeping and HSSE regular inspections to the management team of Manila and prepare for spot audits conducted by local regulatory agencies.
  • Keep up to date with changes in current legislation and advise the Group Head of HSE/Leadership Team of any local country impact of these changes to ensure legal compliance is maintained.
  • Understand and keep track of local health, safety, security and environmental legislation
  • Actively champion the GVC health and well-being strategy and contribute new/innovative well-being initiatives for the local GVC population
  • Promote and implement the GVC Environmental Strategy and contribute new/innovative environmental initiatives that not only improves GVC’s environmental performance but also engage the local GVC population
  • Ensure all HSSE procedures continue to be relevant for the operation and update where required
  • Act as the main source of knowledge for Health, safety, security, environmental and well-being questions/queries
  • Ensure all required risk assessments and specialist assessments are completed and up to date
  • Initiate Office Security Risk Assessment (OSRA), Fire Risk Assessment (FRA) and other relevant General Risk Assessments in partnership with local Compliance and Governance and Facilities teams in Manila
  • Develop and implement emergency procedures for the offices and ensure they are regularly tested (fire drills etc.)
  • Carry out investigations into all accidents and near miss incidents, recording and reporting findings to leadership team to prevent reoccurrence
  • Conduct site health, safety, security and environmental audits/inspections and work with/influence the management team to continually improve performance
  • Conduct/organise relevant HSSE training for colleagues as required
  • Work with the local facilities team to identify hazards and develop controls/solutions to maintain a safe working environment
  • Facilitate HSSE employee forums to ensure there is two-way communication on issues and get colleague engagement on HSSE initiatives
  • Any other ad hoc HSSE duties as required

Qualifications and Educational Requirements

  • Hold the NEBOSH International General Certificate in Occupational Safety and Health (NVQ level 4) or a local Health & Safety qualification of an equivalent level such as DOLE-BOSH (Basic Occupational Safety and Health training and conferment to Safety Officer 3 (SO3) certification
  • At least 2 years of solid experience as an HSSE Officer in a medium to large-scale organisation
  • Proven experience in planning, development and implementation of occupational health, well-being, safety and environmental strategies in the workplace

Specialist Skills and Experience Required

  • Proficient in Microsoft products - Word, Excel and PowerPoint
  • Excellent presentation skills
  • Comes up with new ideas to makes things better, shares failures and mistakes to ensure others learn from them
  • Knows what we are trying to achieve and be comfortable changing approach when the old way is not working
